Education can cause some problems: Prime Minister Azad Kashmir

At a time when a state of education emergency has been declared in Pakistan, I present to you a statement (allegedly) by Prime Minister of Pakistan-administered Kashmir Sardar Attique Ahmed Khan. Alleged because I don't know the source or the date of publication. However, at face value, it seems fairly recent given the event at which the PM spoke. I'm just reproducing the image of the new story below with translation. (Thank you Abid Hussayn for sending it to me and helping with its translation.)

Paraphrase: Put your neck under my boot. Now!

Education can lead to some problems: PM Azad Kashmir
Army and Police should have for quota of uneducated people; illiterate people obey orders with unconditional obedience
Muzafarabad (Radio report) Prime Minister of Azad Kasmir Sardar Attique Ahmed Khan has said that education can lead to certain problems and 10 percent quota in the army and police should be allocated for illiterate people because they obey orders with unconditional obedience.
Addressing a ceremony marking the 63rd youm-e-tasees (founding day) in Muzafarabad on Sunday, Sardar Atiq said at one time the British ruled the world from America to Hindustan and for this they devised their own system. Supporting the British form of governance, the Prime Minister said the British rulers reserved a quota, especially in police and army, of illiterate people who, they knew, would always obey the orders without any question. The PM said that whereas education has benefited the society, it has also led to some problems.
The PM explained his position by saying whoever has watched four television channels, s/he develops a personal philosophy. He said army and police should have a section which would obey orders without questions.
